Victims Empowerment Support Team (VEST) is a nonprofit 501(c)3 organization dedicated to providing free comprehensive support services to all victims of domestic violence in Solano County.  Founded in 2021 in Fairfield, California, VEST was established in response to the significant increase in domestic violence during the COVID-19 pandemic. With businesses, schools, and other safe spaces closed, incidents rose by over 200% in our county, highlighting critical gaps in available services. Our founder, a multigenerational survivor, recognized the urgent need for an organization that could assist all victims and strengthen family units within the community.

Mission: Our mission is to minimize violence against all victims of domestic violence, and to improve their quality of life through education, support, advocacy, and empowerment.

Major Accomplishments

Historic Community Awareness Event

  • Hosted the first-ever Domestic Violence Walk/Stroll in Solano County’s history towards Ending Domestic Violence. Bringing community members, survivors, and partners together in solidarity against abuse.
  • Leadership in Collaboration & Systems Change
  • VEST has demonstrated strong leadership in advancing collaboration and systemic change to better serve survivors of domestic violence.
  • Justice For Families: Through the Justice for Families Program, VEST partnered with the Solano Family Justice Center to ensure consistent advocacy and support for supervised visitation clients, strengthening family safety and stability.
  • High Risk Domestic Violence Team: Partnered with Sonoma Family Justice Center, Sonoma District Attorney’s Office, Santa Rosa Police Department, Santa Rosa Sheriff’s Office, and Sonoma County Probation Department to establish the first-ever Domestic Violence High Risk Team in the County. This innovative partnership created a coordinated safety planning model to protect survivors facing the highest levels of danger, setting a precedent for effective, community-based responses to domestic violence.

Milestones

VEST has proudly established our first office in Vallejo as the city’s only domestic violence agency. A strategic decision aimed at eliminating barriers to services for community members who previously had limited access to critical support.

Since opening our doors, we have built strong and effective collaborations with the Solano and Sonoma County District Attorney’s Offices, Assemblymember Lori Wilson, Supervisor Cassandra James, Solano and Sonoma Family Justice Centers, local law enforcement, and probation departments. These partnerships have significantly expanded our reach and enhanced coordinated responses to domestic violence throughout the region.

In 2021, VEST successfully launched the only in-person, weekly survivor support group and domestic violence education workshop in the area, an initiative designed to break the cycle of violence and empower survivors through education, healing, and community.

Today, VEST stands as a cornerstone of survivor-centered, trauma-informed support across Solano and Sonoma Counties. These milestones not only highlight the progress we’ve made, but also lay a strong foundation for continued growth, innovation, and impact in the fight to end domestic violence.

Client Services & Support

Total Clients Served: 2,012

Total Services Provided: 8,198

Since October 2021 through September 1, 2025, VEST has provided comprehensive support to 2,012 clients, delivering a total of 8,198 critical services. On average, each client received more than 4 services, reflecting our commitment to addressing the complex and multifaceted needs of survivors of domestic violence. These services ensures that every client has access to the resources and advocacy necessary for safety, healing, and empowerment.

Community Outreach:

VEST has proudly participated in 137 community outreach events both locally and nationally, through attendance, tabling, and presenting. These events have allowed us to share vital information about domestic violence, build strong partnerships, and increase awareness of available resources for survivors and their families. By engaging directly with community members, service providers, and stakeholders, VEST has amplified survivor voices, strengthened collaborations, and expanded our reach to those in need. Each event represents an opportunity to educate, empower, and unite communities in the movement to end domestic violence, reinforcing VEST’s role as a trusted advocate and resource hub locally and beyond.
