Foster Hope Ministries was born from a place of brokenness. For Scott and Heather Tuttle, the road to foster care ran through deep personal pain — infertility, miscarriage, and loss. But God took that pain and bloomed it into a calling: to love the children Jesus called "the least of these," and to walk alongside the families who open their homes to them.
Since 2022, Scott and Heather have fostered more than 8 children and provided respite care for many others, opening their home to three or more children at a time. In 2024, they took a step of faith and launched Foster Hope Ministries as a full-time foster care ministry. Today, Foster Hope is a 501(c)(3) nonprofit and an approved ministry of the Northern California & Nevada District of the Assemblies of God, serving foster families, churches, and county partners across the region.
The Need
Right now, more than 329,000 children are in foster care across the United States. Over 70,000 are waiting to be adopted. And every year, more than 15,000 young people age out of the system without a permanent family (AFCARS, FY2024). Behind every one of those numbers is a child who bears the full image of God — and a foster family carrying a weight they were never meant to carry alone.
We believe the local church is the best hope for the foster care crisis. Not an institution — a family.
What We Do
Everything Foster Hope does flows through three commitments:
Empower — We partner with local churches to advocate for and raise awareness of foster care ministry, connecting congregations to local organizations, schools, and foster care needs throughout Northern California and Nevada.
Encourage — We create a culture of support for foster families through chaplaincy, small groups, and pastoral care. Scott serves as an AG-endorsed chaplain to families, churches, and county partners.
Equip — We build and give away an entire suite of free digital tools, resources, and training so that any church, of any size and any budget, can start caring for foster families today.

Our Conviction
Every child deserves a family. Every family deserves a church. Foster care ministry is not an add-on to the church's mission — it is an expression of it. Scripture tells us that religion God our Father accepts as pure and faultless is this: to look after orphans and widows in their distress (James 1:27). That's the work we wake up to every day.
